Senate reject giving dim Odumekwu Ojuwku a state burial

There has been a lot of controversy over the rejection of the senate giving dim Odumekwu Ojuwku a state burial.
The senate said it only the head of state that is to be giving a state burial which has brought a lot of argument by people.
The senate further said that the eight sate which the eastern region is made up of should give him a befitting burial.
What do they mean Ojukwu is a Nation and world icon and as such should be given a state burial don’t you guys think so
